...Several constructive recommendations for improvement are made, including
the "consolidation and oversight of its foreign language and
international education programs under a high-ranking official who would
provide strategic direction and coordinate its work with related
activities at other federal agencies. The position should be one that
requires presidential appointment and Senate confirmation." The
Coalition has already planted a seed in Congress for creation of an
Assistant Secretary for International and Foreign Language Education
that would carry out this role.
